ASA is seeking a skilled and motivated Legislation Manager to work alongside our public sector client on an initial 3-month contract (Inside IR35). The role will offer hybrid working with office based in Central Edinburgh.
Key Responsibilities:
· Serve as Policy Lead as outlined in Scottish Statutory Instruments (SSI) Guidance.
· Develop high-quality drafts of essential documentation, including briefings and impact assessments.
· Engage effectively with impacted public authorities, Parliament, the Legislation Unit, and SGLD SSI Unit colleagues to ensure assurance and compliance.
· Report progress and address risks/issues with the PRSA Implementation team at least twice weekly.
Essential Skills & Experience:
· Excellent knowledge of the Scottish public sector.
· Proven experience in policy and/or legislation development.
· Ability to meet tight deadlines while maintaining high-quality outputs.
· Strong stakeholder engagement skills with a track record of achieving objectives.
Desirable Skills:
· Experience in developing Scottish Statutory Instruments (SSIs).
Additional Requirements:
· Security Clearance: A current Disclosure Scotland Certificate and BPSS clearance are required.
· Travel: Some travel to other offices may be required
· Location: Hybrid working, with office base at General Register House, Edinburgh.
Contract Duration: 6 January 2025 – 31 March 2025 (with an optional extension up to 23 months).
· Hours: 35 hours per week (Mon-Fri, 8:30 am-4:30 pm).
· Salary: Competitive, aligned with experience.
