Chartered Accountant – Interim Role
Location: Hybrid working, Edinburgh
Contract Type: Temporary (16 December 2024 – 30 April 2025, with potential for extension)
Hours: Part-time, approximately four days per month (additional hours around audit periods)

ASA Recruitment is seeking a skilled financial professional to join the Scottish Pubs Code Adjudicator (SPCA) team. This is an exciting opportunity to contribute to a critical public body ensuring compliance, transparency, and financial accountability in the tied pubs sector.
Role Overview
The Chartered Accountant will provide expert advice and hands-on support to the SPCA during its inaugural operational year. Your expertise will be instrumental in establishing robust financial processes, preparing year-end accounts, managing audits, and ensuring compliance with key financial guidelines and legislation.
Key Responsibilities
Financial Operations:
Review and enhance financial processes, ensuring alignment with best practices and the Scottish Public Finance Manual (SPFM).
Manage arbitration fees and levy processes for pub-owning businesses, including penalties and surplus refunds.
Provide financial reporting to the Adjudicator and Head of Office, including monthly management accounts and KPI analysis.
Audit Preparation:
Prepare annual accounts in compliance with SPFM and FReM standards.
Liaise with external and internal audit teams to ensure a smooth and successful audit process.
Strategic Support:
Support the development of SPCA’s long-term financial strategy and annual budget planning.
Assist in creating and maintaining financial models to project future requirements.
Stakeholder Engagement:
Attend quarterly stakeholder meetings and provide insights into financial performance.
Collaborate with key partners to ensure financial compliance and accuracy.
Essential Criteria
Professionally qualified accountant (ACCA or equivalent) with up-to-date CPD.
Strong budgeting, financial management, and technical accounting skills.
Proven experience in year-end accounts preparation and external audits.
Advanced financial modelling capabilities, particularly in Excel.
Ability to thrive in a fast-paced environment, prioritising tasks and meeting deadlines.
Excellent communication and presentation skills for complex financial data.
Desirable Skills
Experience with Oracle and Scottish Government procurement processes.
Knowledge of the Scottish Government budgetary cycle.
Familiarity with levy-setting processes and tied pubs sector legislation.
Additional Information
This role offers hybrid working arrangements with occasional attendance at the Edinburgh office.
A Baseline Personnel Security Standard clearance is required
