Manager – Finance Service Support
Location: Forfar, Angus (hybrid workstyle)
Hourly Rate: £31.39 – £33.83 (£59,329.45 – £63,941.24 per annum)
Hours: 36.25 per week
Contract Type: Temporary (approximately 3-6 months)
ASA Recruitment, on behalf of our client, is seeking a dynamic and experienced Manager – Finance Service Support to join their Finance department on a temporary basis. This role offers the opportunity to lead a key team within a fast-paced and innovative organisation.
About the Role
Reporting to the Service Leader – Finance, you will manage and oversee the provision of professional accountancy support to various services, including directorates, common good funds, charities, and arm’s length external organisations. The role will also involve delivering corporate finance responsibilities, ensuring compliance with financial regulations, and supporting strategic initiatives.
Key Responsibilities
1. Accountancy Support:
o Oversee budget preparation, medium-term financial planning, and annual/management accounts.
o Provide financial advice on virement and budget control while conducting timely analyses.
o Maintain the general ledger and support financial investigations and appraisals.
o Prepare grant claims, financial returns, and provide financial advice to services.
o Delegate for the Section 95 Officer on draft committee reports and committee attendance.
2. Corporate Finance Responsibilities:
o Lead on treasury management and coordinate revenue/capital budgets and annual accounts.
o Liaise with elected members, senior officers, and external auditors.
o Prepare reconciliations, analyses, and client reports/publications.
o Maintain and enhance financial systems and processes.
3. Leadership and Team Development:
o Provide guidance and training on finance processes and systems.
o Conduct regular appraisals for team members, identifying development opportunities.
o Represent the finance function on internal and external working groups.
4. Special Projects and Compliance:
o Contribute to corporate initiatives, best value reviews, and ad hoc projects.
o Ensure compliance with legislation, guidance, and professional codes of practice.
Specific Duties:
· Support the People Directorate and oversee charitable trusts associated with our client.
· Manage final accounts processes, including debtors/creditors, VAT returns, and petty cash.
· Coordinate financial regulations and ensure accurate data handling in compliance with Freedom of Information and Data Protection regulations.

· Strong leadership skills with the ability to manage and develop a high-performing team.
· Extensive knowledge of financial regulations, VAT, and public sector finance.
· Excellent communication and analytical skills with attention to detail.
· Ability to represent the finance function at both internal and external levels.
