Divisional Valuer (Fife)
Our Client: Our client is looking for an experienced Divisional Valuer to lead the supervision and training of technical staff responsible for the survey and valuation of both non-domestic and domestic properties across Fife. This role offers flexibility with hybrid working options and is available as either full-time or part-time.

Salary: £22.74 – £27.33 per hour
Purpose of the Role: As a Divisional Valuer, you will oversee the survey and valuation of properties within a designated geographical area, ensuring compliance with statutory requirements. You will take the lead on more complex or unusual property valuations and act as a Service lead for specific categories of subjects. This role includes defending valuations in tribunal hearings, managing resources, and providing expert guidance and training to technical staff.
Key Responsibilities:
· Work Supervision & Training: Supervise and train technical staff responsible for the survey and valuation of non-domestic and domestic properties for the Valuation Roll and Council Tax Valuation List.
· Complex Valuations: Lead the survey and valuation of complex or unusual subjects within your area of responsibility.
· Valuation Defense: Defend property values, prepare materials for submission, and appear as an expert witness at the Local Taxation Chamber (First-tier Tribunal for Scotland) and the Upper Tribunal for Scotland.
· Stakeholder Engagement: Handle correspondence, queries, and meetings with rate/council taxpayers or their representatives regarding valuation matters.
· Staff Development: Identify training needs for technical staff, maintain your own CPD, and assist RICS trainees with their CPD requirements.
· Collaboration: Work with the Service Management team and other Divisional Valuers to develop and interpret local valuation schemes, including contributions to the Scottish Assessors Association.
· Resource Management: Ensure statutory deadlines are met and performance targets are achieved through effective resource management.
Qualifications & Experience:
· M.R.I.C.S. Certification: Full professional membership of the Royal Institution of Chartered Surveyors (M.R.I.C.S.).
· Valuation Experience: Experience in the valuation of commercial or non-domestic properties.
· Legislation Knowledge: Practical working knowledge of the legislation and case law governing Council Tax and Non-Domestic Rating.
· Assessor’s Office Experience: Prior experience working in an Assessor’s office or a similar environment is highly desirable.
· IT & Data Protection: Proficient IT skills and a good understanding of Data Protection principles.
· CPD Compliance: A structured approach to complying with R.I.C.S. CPD requirements.
· Travel: Ability to travel across and outside Fife as required.
