ASA are currently recruiting for a Seafood Trade Policy Officer working within a public sector body to provide policy support to EU Exit Lead and Strategy Lead on specific areas of seafood trade. The position is for 6 months, based in either the EH1 area of Edinburgh or G2 area of Glasgow.
Duties include:
· Support development of Scotland’s seafood trade programme policies and ensure alignment with other directorate policies in promoting existing and future economic partnerships
· Assist and lead on drafting of submissions, correspondence, briefings, impact assessments and queries. Assist in the provision of information for regular updates to the programme manager
· Working with cross government internal stakeholders ensure a robust delivery model and approach to benefits realisation to ensure the sustainable delivery of seafood trade and to support Ministers in making evidence-based policy choices; Assist in the development of a monitoring and evaluation program for seafood trade
· Build effective working relationships with the relevant technical policy, science and regulatory leads to ensure work is fully aligned with risk analysis processes. Work collaboratively across the team to ensure synergies and strategic alignment with these related work areas
· Engage collaboratively with external stakeholders across the supply chain, other parts of the Scottish Government, UK government and international partners and across Scotland’s wider public sector (e.g., local authorities) and the third sector in developing a framework and activities to deliver Scotland’s strategy for seafood and the mitigations required to counter impacts on trade from EU exit and wider global pressures
Essential skills, competences, experience and relevant qualifications:
· Analytical skills and proven experience in the use of evidence in policy development to inform sound policy decision-making in a fast moving and high profile area
· Effective written and verbal communication skills with the ability to clearly articulate complex ideas and policy objectives.
· An understanding of the wider political and constitutional landscape in Scotland and the rest of the UK, and experience in building effective working relationships with a range of internal and external stakeholders in a policy context
· Strong planning and organisational skills, including the ability to work under own initiative and balance competing demands.
