ASA’s public sector client is helping Scotland to develop a circular economy and reach net zero emissions, through policy and practice. We are seeking two Economists, one to work within Legislative Support and the other within Waste Roadmapping, to support the provision of high-quality economic research and analysis to both our client and their sponsors. Your role will involve contributing to projects involving economic analysis, ranging from policy impact assessments to analysis of policy intervention options related to meeting Scotland’s waste targets. It will require you to be a good collaborator and communicator. Working from home but usually based in Stirling, these Economist posts are for 3 months initially.
Main duties:
· Work collaboratively with colleagues to identify opportunities to support their programmes and projects with economic analysis for improved quality and impact
· Manage projects where required, co-ordinating input from others, establishing specific targets and milestones, monitoring and reviewing progress, anticipating and managing risks, escalating risks where required, and managing project budgets
· With the support of colleagues in the Policy Team and the Procurement Team, manage delivery of work through external contractors (developing tender specifications, assessing bids, managing risks and reviewing quality of deliverables), ensuring that support provided by external contractors is consistent with internal policies, and delivered within agreed timescales and budget
· Provide project-specific advice to colleagues and customers, and support knowledge-sharing and dissemination of best practice within the organisation
Essential:
· An undergraduate degree in economics or a related discipline (2:1 degree or above) and at least two years’ relevant work experience
· Experience of applying economic analysis and other relevant analysis techniques in a practical context
· Strong analytical and data manipulation skills, including excellent Excel skills
· Experience of conducting cost-benefit analysis
· An understanding of non-market pricing (externalities)
· The ability to balance a mix of priorities
· Good communication skills, verbal and written, including the ability to communicate complex economic ideas in a concise and straightforward way to non-experts
