Are you an experienced Service Manager looking for a new and exciting opportunity within a multi-disciplinary team?

ASA Recruitment are currently recruiting for a Service Manager to join at the launch of a new Spends Control Service. The successful candidate will be to lead the team carrying out reviews of public sector spend on digital technology, making sure that the Scottish Public Sector gets the best value from every penny of digital investment by enforcing a collaborative approach to investment in digital and technology services based on good practice.

Responsibilities:
· Leading engagement across the public sector, making sure that government bodies are aware of their responsibilities with regards to the service. Also working with senior leaders in particular in finance and IT to promote spend controls and ensure compliance
· Managing the spend controls service, delivering results in line with the agreed targets and carrying out review activities in a timely fashion and in accordance with the published SLA. Also making sure that the service operates in an open way and government bodies are aware of the rationale behind decisions
· Leading the spend controls team, building a flexible and effective multi-disciplinary team and seeking support where necessary
· Developing the service, continuously improving the efficiency and outcomes based on review of previous performance

Essential requirements:
· Previous service management experience, including running a service to deliver against a published SLA and developing the service through a continuous improvement programme
· Experience of engaging with senior stakeholders, winning over sceptical individuals to the need for change and imposing change despite stakeholders’ reluctance. This will require excellent communication skills, personal resilience and the confidence to operate at a senior level
· Experience of managing multi-disciplinary teams, taking into account diverse points of view and agreeing a common, collaborative approach that delivers results
· Understands how to plan and manage finances of project, programme and services
· Experience of working in an agile delivery environment and designing and delivering services
