Are you an experienced ICT Procurement Specialist or Project Manager ready for your next contract in the Scottish public sector?
Our client are looking for a Technical Commercial Specialist to take up in new role set up in response to Covid-19 to provide people who are digitally excluded and on low incomes with a package of device, internet connection and training and support to get online.
Outline of the role:

The postholder will have an understanding of the current and future digital landscape and provide ICT technical expertise around procurement strategy, engaging and influencing key stakeholders and having the ability to negotiate and collaborate effectively with senior colleagues within complex environments.
Essential Experience:
1. Proven track record of delivering and managing strategic ICT procurement projects from a technical perspective (as opposed to strong project management skills).
2. Strong technical knowledge of ICT Products, Networks, Systems and Services (infrastructure, data centres, hardware, telephony etc.) with a proven track record of ICT technical specification creation and evaluation which incorporate the latest advancements in technology and environmental standards whilst still operating within the EU Procurement rules.
3. Experience of planning and leading medium to high value public procurement projects and implementation of best practice initiatives including the end-to-end procurement process from initial conception, stakeholder analysis, commodity profiling, market and environmental analysis, strategy development through full EU procurement process, experience in the evaluation of bidders responses to specifications, contract award and on-going contract compliance.
4. Excellent written and oral communication skills.

Desirable Criteria:
1. Project management experience and qualification such as Prince 2 , APM or equivalent
2. Knowledge of change management methodologies such as ITIL and emerging digital technology such cyber resilience, big data, agile, cloud and open standards
